摘要
俄罗斯与非洲经济合作具有互补性强、时间长、领域多的特点,但在20世纪90年代后出现了严重下滑。这主要基于冷战结束后俄罗斯对非洲外交理念和政策的转变,注重与西方大国发展经济关系,实行退出非洲的政策。当前,在世界经济走向全球化、多元化的国际形势下,加强俄非经济合作逐渐成为双方的共识。俄非双方在资源开发、投资、市场等方面存在进一步合作的潜力,并将成为双方优先合作的领域。2006年3月和9月,普京两次访问非洲,有助于恢复俄罗斯同非洲的经贸关系。
Russian-African economic cooperation had been characteristic of its mutual complementarity, lastingness and multi-area development, but it has sharply declined since 1990s. This is mainly because , along with the end of Cold War, Russia has altered its African policy, concentrating on developing economic relations with the west powers and withdrawing from Africa. Presently, under the tendency of economic globalization and multi-development of the international situation, to strengthen Russian-African economic cooperation is becoming the consensus of both sides. The potential cooperation exists in the areas of resource exploitation, investment and market development, which will become the underlying aspects of their cooperation. President Putin’s two visits to Africa in March and September 2006 will help to resume Russia’s economic relations with Africa.
