乡镇农技站“两种体制,两种效果”原因探析

On the Cause of "Two Systems,Two Effects" in Agrotechnical Station of Township

纵观20多年我国农业推广体制改革与发展,重点在基层农技体系,存在问题最多、最突出的是乡镇,诸多问题之首是管理体制。笔者对陕西省富平县乡镇农技站的发展管理体制变迁及其职能发挥情况进行了调查,呈现出同一个县,两种管理体制,即县农技中心垂直管理的乡镇站,国有资产、农技人员无流失或者很少,职能作用发挥好。乡镇政府管理的则相反。建议对乡镇农技站划区分类、垂直管理,完善修改法律法规,用清晰、准确的法律政策条款保障农业推广垂直管理体制长期稳定,促进农业推广改革良性发展。

After 20-year＇s reform and development of agricultural promotion system, there are still many problems, in which the management system is the first. An investigation on the management system and its function of Fuping agrotechnical station was made. The result shows that there are two management systems, the station directly managed by county agrotechnical center has good effect, but the one managed by township government is reverse. It is suggested that the agrotechnical station of township should be directly managed by zoning, and perfecting the law to improve the development of agrotechnical reform.
