Rejuvenating and Developing Economical Economy Based on Old Industrial Base

面对经济全球化加速推进的新形势,资源供求矛盾凸现,竞争日趋激烈,为促进我省经济又快又好发展,全面完成“十一五”规划纲要的目标任务,加快振兴吉林老工业基地,必须转变经济增长方式,大力调整产业结构、产品结构,依靠科技创新、体制创新和机制创新,体制、政策、技术、管理等方面采取综合措施,着力构建资源节约的增长方式,消费方式和体制机制,发展节约型经济。

Facing with the new situation accelerated and advanced by the globalism of economy, the conflict between supply and demand on resources appears remarkably. The competition becomes more and more intense. In order to facilitate the economy in our province to develop faster and well, fulfill the objectives and tasks projected during＂ the Eleventh Five-year Plan＂ and to accelerate the rejuvenation of the Old Industrial Base, the pattern of economy growth must be changed and the industrial structure and the product construction must be regulated at a major effort. Developing on creativities of science and technology, system and mechanism, the comprehensive measures should be taken in some aspects, such as system, policy, technology and administration. To construct the pattern of growth, the mode of consumption and mechanism of system in resources economization is to develop ecoaomical economy.
