农民工保险制度模式探讨

农民工为我国经济社会的发展做出了突出的贡献,但为他们所提供的保险保障却存在很大的缺陷,社会保险、商业保险"两张皮"运行现象十分突出。为建立符合我国国情的农民工保险制度,构建和谐社会,我们必须积极推进社会保险与商业保险相结合,将市场机制更多地引入社会保障管理,以提高制度运行效率,扩大保险覆盖面并满足多层次的保障需求。

Rural workers contribute greatly to social and economic development of China. However, their insurance protection is gravely inadequate. There is a glaring lack of coordination between social insurance and commercial insurance. In order to set up a rural worker insurance system suitable to China＇s specific situation and build up a harmonious society, we must actively promote coordination of social insurance and commercial insurance and introduce the market mechanism into the management of social security system. The purpose of doing so is to improve the efficiency of the systems, expand insurance coverage and meet multiple-level protection needs.
