关于在我市农村地区实施中小学布局调整工作的可行性研究报告

A Feasible Report on the Implement of Redistribution of Primary and Secondary Schools in Rural Areas of Xi'an

通过对西安地区农村义务教育学校生源锐减、办学效益下滑的现状及趋势分析,认为农村地区中小学布局调整既是必要的也是可行的。“十一五”期间,开展农村中小学校点布局调整工作必须坚持教育与经济社会协调发展的原则;努力办好人民满意教育,保证适龄儿童接受义务教育,创建和谐社会的原则;教育规模、质量、效益相统一的原则;安全、规范、实用,统筹兼顾,老百姓逐渐认可的原则。明确布局调整的思路,采取有效举措,推动此项工作顺利开展。

The analysis of the fact that the compulsory school students in rural primary and secondary schools in Xi＇ an ciropped sharply and the school benefits are going clown reveals it necessary and feasible to redistribute them. It is pointed out in the paper that great importance should be attached to some relevant principles about education, the clear mind of redistribution and the effective measures to resort, so as to guarantee a smooth progress.
