The modernization of political culture is the first step in the political modernization. The Western feudal traditional political culture, with its rich connotations and its own characteristics, exerts a complex influence on the early political modernization during its transition from the Medieval to the modern. On the one hand, it limits the growth of the consciousness of the nation - state, and impedes the development of the constitutionalism ; on the other hand, it provides the latter with a cultural condition and a theoretical support.
