The National Development and Reform Commission （NDRC） issued the Development Program for the Coal Industry on January 22. The guiding thinking of coal development is changed from relying mainly on new construction while making integration subsidiary to relying mainly on integration while making new construction subsidiary. The State will focus its support on large coal enterprises to merge and integrate medium- and small-sized coal enterprises and guide them to form 6-8 100-million-ton class or 8-10 50-million-ton class large coal corporation groups. The total output of the large groups will account for 50% or above that of the nationwide. In the period of the Eleventh Five-Year Plan, the State will stabilize the coal output at 866 million tons in the imported area, increase the coal output to 1315 million tons in the exporting area and appropriately develop the coal output to 419 million tons in the self-sufficient area.
