Background,Objective Model and Approaches of the Transformation of Chinese Government Function on Ensuring Peasantry's Health

从政府职能的定义出发,借助公共管理学理论和行政生态学理念,分析了我国国情下政府保障农民健康职能转变的背景、目标模式及途径选择,以构建政府与市场合理分工、适得其所的制度体系安排,实现“全民健康”社会。

Being based on the definition of government function, the article analyzed the background, objective model and approaches of the transformation of government function on ensuring peasantry＇ s health in Chinese national conditions with the help of the theories of public management and administrative ecology, so that we will design a system arrangement by which the government and market can divide and carry out respectively the responsibility and function with a close collaboration each other in order to achieve the goal of building a society with all-round health of the population.
