American policy towards Indonesia always lacks a stable foundation. It is always a big problem for American policy-makers to judge the character of Sukamo government. Since the 1960s, furthermore, the high-strung regional situation and the radical policy of Sukamo became a critical challenge to Johnson administration. The evolution of American judgment on the character of Sukamo government and its external policy intention is a key factor stimulating Johnson administration to change its policy toward Indonesia. This cognitive process experienced three phases: Sukamo indirectly challenged American interests in Southeast Asia, Sukamo deliberately adopted a hostile policy towards America, and Sukamo formed political alignment with communist countries against America. American policies, correspondingly, transformed from abating the hostility between Indonesia and the West to weakening the political base of Sukarno.
