摘要
城镇开发是一项复杂的系统工程,传统两阶段(规划设计-城镇建设)开发模式由于缺少资金统筹环节,容易导致城镇规划与建设脱节.投融资规划是在城镇规划完成后,试图运用系统工程方法,从操作层面上解决城镇开发的资金和建设统筹问题.该方法优化了城镇开发流程,对政府决策有一定的指导意义.
Town development is a complicated systemafic engineering. Due to the absence of overall fund planning, the traditional two-phase development model, which includes layout/design and construction, may lead to disjunction between layout and construction. Based on layout and design, using systematic engineering method, the investment and finance planning is proposed to coordinate fund operation and construction. This method will improve the process of town development, and also, direct the decision-making process for the government.
