摘要
知识经济的到来，对全球社会无疑是一个莫大的冲击，其影响力涉及各个领域，特别是劳动力市场。为此，各国都积极回应。欧盟各成员国也不例外，它们于2000年3月在里兹本召开会议，专门讨论应对的若干战略措施，并于2003年颁布了一项新政策——“为了就业而学习”（Learning for Employment），帮助各成员国加快适应知识经济的步伐。
