An Analysis of Peasants' Involving in Law and Appealing to Higher Authorities for Help

涉法上访是农民群众向上级有关部门反映涉及执法部门、需要依法处理的事项的一种信访形式。农民涉法上访已经成为一个重要的社会问题。本文对农民涉法上访的现状、原因及危害进行分析,提出应从转变观念、基层政权建设、村民自治、整合信访资源、提高政府效能、遏制司法腐败等方面来解决。

Involving in law and appealing going to the departments conce to higher authorities for help is a form of letter appealing of peasants＇ reed to reflect their affairs and has become a very important problem. The paper analyses the current state, causes and harms and offers some solutions by changing concepts, building basic level political power, villagers＇ self governing, etc.
