冷战是20世纪国家安全战略需求所形成的一种全新的国际战略竞争形态。文化冷战是它最显著的特征。冷战的实质是对意识形态的争夺。两种社会制度及其意识形态主张的对立,以及这种对立在当时历史条件下的不可调和性,成为冷战发生的必然的历史文化逻辑。文化冷战实现了文化较量在现代国际斗争中的价值和意义。文化冷战改变了国际政治斗争的形态和形式,大众传媒被赋予了实现或颠覆国家文化安全的重要使命。文化冷战构成了现代国际文化安全的动因。冷战时期的大国文化战略博弈,是冷战得以在长达半个世纪影响世界形势的主要动力。它不仅一般地反映了博弈双方根据各自不同的国家战略利益不断深化和调整冷战战略所呈现出来的此消彼长的文化力量运动的战略态势,而且还在这个过程中形成了过去大国争霸史上未曾有过的新的战略竞争特点。正是这些特点,改变了文化在整个世界力量对比和世界秩序、世界格局建构中的作用和地位。

The Cold War in 20th century is a new status of international strategic competition out of the strategic need of national security,with Cultural Cold War as its most significant characteristic.The essence of Cold War is a fight over ideology.The opposition of two types of social systems and their ideology,as well as its irreconcilability under such historical conditions then,become the inevitable historical and cultural logic for the Cold War.The Cultural Cold War realized the value and significance of cultural contest in modern international struggles.Cultural Cold War has changed the patterns and forms of international political struggles.And the mass media is given an important mission of realizing or overthrowing the national cultural security.Cultural Cold War forms the motive of international cultural security in modern times.The strategic game of power cultures in Cold War is the main driving force for the Cold War to influence international situation in as long as 50 years.Since two parties' of the game deepen and adjust its Cold War strategies constantly according to different national benefits and interests,the strategic states of cultural movements changed from time to time.The above-mentioned feature,together with some completely new characteristics of strategic competition,are reflected in the strategic game of power cultures.It is those characteristics that changed the role and function of culture in the balance of world powers,and in the construction of world pattern.
