摘要
当前,我国欠发达地区农村教师队伍建设中普遍存在着诸如大学毕业生难进与不合格教师难出、超编与缺编、学历达标率高与教师实际水平低等矛盾和问题,使农村教师队伍建设陷入了结构性困境。阻碍农村教师队伍建设的真正原因在于,农村教师队伍的“入口”、“出口”及在岗教师内部存在着多重结构性障碍。在明确国家和政府作为农村教师维护主体的指导思想下,政府应从多方面进行有力作为,在吸引优秀教师、淘汰不合格教师、促进在岗教师专业发展等方面进行重大改革,培养和造就一支充满活力、优质高效的农村教师队伍。
Currently, there are some contradictions and problems with the rural teaching team construction in our underdeveloped areas such as difficult employment of university graduates and difficult leaving of unqualified teachers, overemployment and vacancies, and high diploma rate and low actual teaching level, which makes the construction of rural teaching team cornered. The real reason to block the construction of rural teaching team is that there are multi-structural obstacles in the entrance to and exit from the rural teaching team and inside the teaching team in active service. Under the guiding ideology to clarify the country and government as the protecting subject of rural teachers, the government should carry out reform in attracting excellent teachers, washing out unqualified teachers, and promoting the on-spot teachers" professional development, and take strong measurements in many aspects so as to cultivate and craft a rural teaching team of vigor, superior quality and effectiveness.
