Based on the analysis of the relation between rhetoric and speech briefly, this paper reveals the great function of the rhetoric in the inaugural speech and the wide use of the parallelism through analyzing the wide use of parallelism in President Bush＇s inaugural speech, which shows the great power from the speaker, clear persuasion and strong inspirations. And then the readers can have better understanding of the inaugural speech.
