The concept of floor area ratio（FAR） awards and transfer of denelopment right（TDR） was explained firstly, and then by analyzing the practical experience of FAR awards and TDR in other countries and their effect on forming open space, protecting historical relics and ecological environment, their practical application meaning was put forward and suggestions on coordinating the relationship between economic development and environmental protection, and the benefits between government and land management department was made. It was pointed out that the perfection of land administration measures is an unceasing process under different social economic construction situation, and ＂FAR awards and TDR＂ as a measure with successful application in solving similar social problems is worth of reference and study.
