随着对地下水资源需求的增多,地下水水权冲突现象也日趋严重。造成这种现象的根本原因是没有清晰地界定地下水水权和在用水过程中产生的外部性产权,且缺乏以产权界定为前提的水权交易机制。因此,通过明确界定地下水初始水权和外部性产权,并在此基础上,建立地下水水权交易机制,从而解决地下水水权冲突问题,提高用水效率,实现地下水资源的最优配置。

With the increase of underground water demand,the water right conflicts have gradually increased.The reason lies in that the water right of underground water and the external property right during the utilization are not definitely determined,and the corresponding trading mechanism of water right is not available.Therefore,through the definite determination of the initial water right and external property right of underground water,a rational trading mechanism is established so as to solve the water right conflicts,raise the efficiency of water utilization and realize the optimum allocation of underground water resources.
