高校管理体制改革，其目的是使高等教育与社会主义市场经济体制相适应，使高等院校真正成为面向社会，依法自主办学的法人单位，最终目的是要有利于教育质量、办学效益和水平的提高。体育院校管理体制的改革，应当坚持“解放思想，实事求是”的精神，根据其办学的特点与规律，探索和形成“共建联办、一主多辅、发挥特色、扩大服务”的新体制。

It is aims of the administrative system reformation in Universities and colleges that to make the high education meet the needs of socialist market economy system, to make universities become the real law units for runing education independantly,and finally to raise the educational quality and profits. Physical education institutes are one with high speciality,and their administrative system reformation should Persist in the spirit of 'Liberating thoughts and Seeking truth from facts'according to the characteristics and rules for running education. In order to raise the quality and levels of running education continuously,we should seek the new systems forming the mechanism of 'the corunning university,one major and poly minor specialities,key characters and wide adapting ability'.
