近年来,欧美等发达国家竞相利用“特保”措施对中国的纺织服装贸易进行限制,对中国的纺织服装产业造成了严重负面影响。文章从界定针对纺织服装贸易的“特保”措施的范围入手,利用受限产品配额用完时间与配额规定限制时间的比较,探讨了“特保”措施对中国纺织服装产品贸易的短期影响,并在此基础上分析了“特保”措施实施的不确定性对中国纺织服装企业生产及投资的长期影响。

Recendy, the developed countries such as Europe and the United States often take ＂Safeguard Measures＂ against China＇s textiles and garments exports, which generated serious negative impact toward China＇s textile and garment industry, This article starts with the scope of the ＂Safeguard Measures ＂ against textiles and garments, and discusses the short-term influence of the ＂Safeguard Measures ＂ against China＇s textiles and garments, using the comparison between depleting period and regulated restricting period, based on the ahove-mention fact, we analyze the uncertainty of these measures and the long-term influence to the production and investment of China＇s textile industry.
