With the rapid development of economy, index of land use planning is often breached, land use planning frequently modified, the authority of land use planning has been challenged. The paper analyzes the problems in land use planning, and then discusses the impacts of administration system, tax management system, characteristic of market economy, and law supervise on the implementation of land use planning and proposes specific methods to strengthen the authority of land use planning.
