摘要
教育政策制定过程是相当复杂的,它包括教育政策问题认定、教育政策议程、教育政策决定和教育政策表达与合法化等几个阶段。在全面建设小康社会、发展社会主义民主政治、建设社会主义政治文明的今天,我国的教育政策正在走向科学化、民主化与法制化。
Making an educational policy is a complicated process consisting of question definition, agenda setting, decision making, expression and legitimization. With the construction of a well-of society and the development of socialist democratic politics and civilization, the educational policy in China is becoming scientized, democratized and legalized .
