Discussion on Building the Technology Innovation System of the Natural Gas Industry

技术创新体系的构建是技术创新的关键问题,也是目前技术创新研究领域的前沿问题之一。文章基于现代创新理论,从技术创新的战略视角,构建了由环境政策、战略决策、动力驱动、组织运行、知识管理、项目运行、绩效评价、技术市场(含基础平台)体系构成的、基于系统效率耦合的天然气业技术创新体系框架模型及其相应的体系结构,并阐述了各子体系的基本内涵。该系统模型强调了天然气业技术创新全过程的系统性和有效性、整体性与动态耦合性。

Constructing technological innovation system is a key problem for technology innovation,and is also one of the Frontier Problems in technology innovation research fields.Basing on modern innovative theory,with technology innovation as strategic visual angle,a frame model of natural gas industry technology innovation and corresponding architectures are established in terms of strategy of technology innovation.This model consists of system of environmental policy,strategic decision,drive mechanism,organization operating,knowledge management,project implementation,performance evaluation,technology market(including basic platform),and basing on system efficiency coupling.This system model emphasis the whole course of natural gas industry's technology innovation has characteristics of systematicality and validity,integrity and dynamic coupling.
