行政控制模式下综合市场监管机制存在诸多缺陷，借鉴发达国家监管经验，立足国情，重建我国综合市场监管机制宜以工商行政管理部门为基础，依法创设权威独立的综合市场监管机构，合理配置执法手段，引入司法权制衡行政权，并辅以经济公益诉讼扩大社会公众的参与程度，以补充政府市场监管功能。

There are some defects in the mechanism of comprehensive market supervision. While learning from the developed countries, we must take national conditions into account in the process of constructing the market supervision mechanism. It is practicable to structure the new comprehensive market regulator based on the Administrative Department for Industry ＆ Commerce with the rational equipment of the enforcement means. As a supplementary measure to governmental regulation, it is appropriate to set up a system of economic litigation for public interests that can expand the public participation.
