我国油气资源供需分析与对策研究

SUPPLY AND DEMAND ANALYSIS OF CHINA OIL-GAS RESOURCES

石油天然气是重要的能源矿产和战略性资源,其供需形势及开发利用直接影响着国家经济安全。我国可采油气资源人均占有量及储采比远低于世界平均水平。目前,我国主要油气产区相继进入开发的中后期,开采难度增大,生产潜力不容乐观;与增势减缓的生产能力相比,油气资源的需求与日俱增,2004年石油消费量3.09亿t,天然气390亿m3,石油供求矛盾突出;同时,能源消费构成中油气资源所占比例仅约为世界平均水平的一半,2005年对外石油依存度达42.9%,供求形势日益严峻。因此,我们要实施可持续的战略措施,加大科技、财政投入,加强海域及国外资源的勘探开发,建立能源多元化战略体系,确保国家油气资源的战略安全。

Oil and gas are the most strategic resources which influenced the safety of national economy. Nowadays in China, the production of those resources faces great challenge and depends on the amount of the new developed OIP. On the other hand, the consumption of oil-gas increased these years and tends to be continuing. In order to decrease the supply-demand gap, we should strengthen the exploration of marine oil-gas, utilize the resources of overseas market and set up a more reasonable multiple energy consumption structure.
