It is the important thing for transformation of the ways to achieve economic growth to modem agriculture construction and transformation of the ways to achieve fishery economic growth to strengthen the study of fishery economy and policy. Based on the above analysis, the author point out the most importance at the present time to grasping accurately the characteristics of the epoch of modem agriculture construction, defining clearly the key areas of the study of fishery economy and policy and understanding deeply the important pole of policy, science and technology for fishery development.
