Research in Several Problems of Traffic Control

交通管制是指为了保证交通安全、维护社会秩序,公安机关交通管理部门依法采取的带有疏导、限制或禁止性的具有强制性的行为。启动交通管制的前提可以概括为自然原因、严重危害社会治安秩序、事故灾难、道路专项维修或大修、执行警卫任务及其他突发事件6种情形。交通管制的具体措施可以归纳为疏导性交通管制、限制性交通管制及禁止性交通管制3种。实施交通管制要遵循必要性原则,要注意加强配合,实行联动。

Traffic control is the obligatory measures,to rlieve traffic congestions,to limit or to prohibit certain traffic behavior,taken by traffic administrative departments of public security organ, according to the law,for the purpose of ensuring traffic safety and safeguarding public order.Traffic control is practiced on condition that there are natural courses,serious threats to public security,accidents or disasters,road maintenance or overhaul,implementation of guard duty, or other burst events.The specific measures of traffic control can be classified into traffic unclogging measures, traffic limitation measures and traffic prohibition measures.The execution of traffic control must conform to the principle of necessity,mutual coordination and concerted actions.
