城市化进程中的土地资源优化配置研究——以湖南省为例

OPTIMIZED ALLOCATION OF LAND RESOURCES IN THE PROCESS OF URBANIZATION IN THE HUNAN PROVINCE

土地资源的优化配置是目前中国城市化进程中面临的重要问题。运用定量与定性相结合的方法,明确了城市化与土地资源优化配置两者良性的互动关系,在促进“中部崛起”的战略背景下,以湖南省为例,探讨其城市化发展水平落后的现状特征和土地利用中存在的主要4个问题,最后提出了湖南省在城市化进程中土地资源优化配置的四大对策,即制定科学的综合规划体系,重视区域与城乡协调发展,构建合理的城镇体系;注重城市内涵发展,提高城市土地利用集约度;控制城市建设用地,切实保护耕地;重视生态环境保护,树立可持续性利用土地的理念。以确保城市化进程中土地资源的优化配置。

Optimized allocation of land resources was the important problem in the process of urbanization.Using qualitative and quantitative method,based on an analysis of the relationship between urbanization and optimized allocation of land resources,taking Hunan Province as example,this paper discusses the process of urbanization and the main four problems of land use in the central region,and puts forward four measures for the optimized allocation of land resources in this process,such as the formulation science synthesis plan system, takes the region and the city and countryside coordinated development, constructs the reasonable cities system; Pays great attention to the city connotation development, enhances the city land utilization collection; Controls the urban construction to use, practically protects the farming; The value ecological environment protection, sets up the sustainable use land the idea.
