农村劳动力流动与和谐社会构建

Relationship between the Flow of Farm Workforce and the Building of Harmonious Society

农村劳动力流动是我国走向现代化的必由之路,也是构建和谐社会的重要内容。在中国的经济社会发展中,突出的不和谐之处就是农村各方面的滞后,所以构建和谐社会最重要的就是加快农村的发展。而农村劳动力的流动增加了农民收入,促进了农民思想观念的更新,有利于缩小城乡差距,有利于加快工业化、城镇化和农业现代化,从而有助于推动和谐社会的构建。然而农村劳动力的流动是一把双刃剑,处理不好则影响社会和谐,现实生活中农民工合法权益受损、劳资关系紧张甚至在特殊情况下尖锐对立,都对构建和谐社会构成了严峻挑战和极大风险。要构建和谐社会,就必须解决好进城农民工遇到的各种问题,重视和保护农民工的合法权益,才能化解一系列社会矛盾和社会风险,步入构建和谐社会的新天地。

The flow of farm workforce is the inevitable result of the process of China＇s modernization as well as one important aspect of building a harmonious society. In the developmem of China＇s economy and society, the slow development of every aspect in the countryside is the explicit non-harmonious factor. Therefore, the most important for us to build a harmonious society is to accelerate the development of the countryside. The flow of farm workforce increases their income, updates their mind, so that it could lessen the gap between city and countryside, and realize industrialization, urbanization, and agricultural modernization. So, it is helpful to build the harmonious society. However, the flow of farm workforce is a sword with two blades, if it cannot be dealt with well, it will threaten the harmony of the society. At present, the fact that the legal right of the farm workforce is not well protected and the relationship between the workforce and the employer becomes intense, even sharp under special situations challenges and threatens the building of a harmonious society. To build the harmonious society, the various problems encountered by the farm workforce must be solved well and their legal rights should be emphasized and protected, as a result of which a series of social conflicts and risks can be avoided and the project of building the harmonious society can take its new step.
