The Balance of Benefits: Foundation of the Harmonious Society

十六届四中全会提出了“构建社会主义和谐社会”的新命题。建立和谐社会是一个伟大的系统工程,将对中国的社会发展产生深远影响。在中国目前情况下,和谐社会的最基本含义是一个有能力解决和化解利益冲突,形成一种大体均衡的利益格局,并由此实现利益大体均衡的社会。缺少了利益格局的大体均衡,和谐社会便无从谈起。

The Decision passed in the 3rd Plenary Session of the 16th Central Committee of the CPC sets up a new objective of building the harmonious socialist society, which is a great project and will have a far-reaching influence on China. At present, the fundamental meaning of the harmonious society is one that can solve the interest conflicts and find a general structure of benefit balance. Where there is no general balance of the benefit, there is no harmonious society.
