摘要
输水建筑物的安全运行是保证引水工程能发挥其工程效益的基本前提。通过从安全监测仪器获得的定量数据与定性的日常运行管理两个方面对输水建筑物进行安全评估,将定量与定性两类指标纳入到评价系统中,完善安全评价体系,提高输水建筑物的安全度。而且基于多层次模糊综合评价方法的采用保证了定量计算的精确性、定性判断的科学性,又保证了定性与定量指标综合评价的统一性,使输水建筑物安全运行的模糊综合评价更具客观性、可信性。
Safe operation of water conveyance structure is the basic precondition for diversion works to play its project benefits. The safety of water conveyance structure is evaluated through both the obtained quantitative data from safety monitoring devices and the qualitative daily management of operation. By bringing both the quantitative and the qualitative indexes into the evaluation system, the safety evaluation system is perfected to enhance the safety of water conveyance structures. Furthermore, the adoption of multi-tier fuzzy comprehensive evaluation can not only ensure the accuracy of quantitative computation and the science of qualitative estimation, but also ensure the unification of the integrative evaluation on both the quantitative and qualitative indexes, which makes the fuzzy comprehensive evaluation on the safe operation of water conveyance structure more objective and believable.
