Manufacture process of dumb-gloss iron red epoxy ester antirust primer was introduced. Relation between pigment volume concentration （PVC） and gloss was studied. Adjusting PVC by altering raw material volumes in formula, its PVC is up to 42% , satisfying dumb-gloss iron red epoxy ester antirust primer special specification in the range of 40-55%, it may obtain good results.
