On the Construction of a Guarding System of Market-oriented Public Order Administration under the New Circumstances

市场化治安防范机制具有五个方面的基本特征。建立市场化治安防范机制是公安机关认真贯彻落实全国“二十公”精神的具体体现,有利于满足公众对安全理想化的需求,有利于缓解政府的压力和警力不足的矛盾,有利于提高民间闲置资本和人力的利用率,有利于推进社会的长治久安。建立新形势下市场化治安防范机制需把握好“四个环节”。

There are five basic characteristics in the guarding system of market- oriented public order administration： it is the real practice of public security organs in putting the principle of national ＂twentieth public security conference＂ into act; it is effective in meeting the needs of security from the public in relieving the contradiction of government＇s stress and insufficient police force, in enhancing the use of unofficial idle capital and human resource and in improving lasting stability of the society. Four steps are to be gone through in constructing a guarding system of market-oriented public order administration under the new circumstances.
