新形势下增加农民收入必须要“内”“外”兼顾,“里应外合”。一方面,必须把提升农民自我发展能力(内在动力)作为增加农民收入的根本途径;另一方面,政府要充分发挥指导、引导和管理职能,为农民增收创造良好的外部环境(外在条件)。

The Govemment and the farmers must collaborate to increase the farmers＇ incomes under the new situation.On the one hand, it is the basic way to increase the farmers＇ incomes that we must promote the farmers＇ self-development ability （intrinsic power）;On the other hand, the govemment must fully display the instruction, the guidance and the management functions to create excellent external environments for the farmers （external conditions）.
