摘要
在我国,无论是对已建的江水北调等调水工程,还是在南水北调规划论证过程中,都没有以系统的理念对工程总的调水效率进行研究。首次提出:应基于系统理念,对南水北调工程的调水效率进行研究,这样的研究不仅具有重要的理论意义,更有巨大的潜在经济效益;并以东线江苏境内工程为例,提出调水工程可划分为提水系统、输水系统、蓄水系统等3个子系统,各子系统效率的集合构成了系统总效率;初步提出了调水效率研究的内容、途径和方法。
In China, no study on the general water diversion efficiency based on system conception were carried for the existing Water Diversion Project from the Yangtze River to the Northern Parts of Jiangsu Province, or in course of layout & demonstration of South-to-North Water Diversion. The article puts forward for the first time that research on the general water diversion efficiency should be based on the system conception, which not only has important theoretical significance, but also huge potential economic benefit. Taking the Eastern Route of South-to-North Water Diversion Project in Jiangsu Province as example, the article brings forward that water diversion project can be divided into three subsystems-water raising, water diversion and water storage systems. Aggregation of each subsystems efficiency makes up of the general system efficiency. It puts forward the content, objective, method, technique route of the water diversion efficiency briefly.
