目前大多数工程项目还仅仅局限在施工阶段的监理,有的甚至仅仅是施工阶段的质量控制,这与工程项目“全过程、全方位”的建设监理目标相去甚远。在工程项目建设中,设计监理是做好施工监理的前提,开展设计监理是保证工程质量和发挥业主投资效益的关键。要切实加强推广设计监理的力度,积极引导、规范管理,使我国的建设监理工作再上一个新台阶。

During projects construction, good supervision work in the designing phase is prerequisite for good supervision work in the construction phase and is the key to ensure good quality of projects and employer＇s long - term benefits. It is important to strengthen the super- vision work in designing phase under proper guide and standardized management, so that putting forward China＇s supervision work to a new stage.
