摘要
水电水利工程建设的总过程就是分时段对水流进行控制和疏导的过程。在不同的建设时段,如何根据水文、工程规模、外部环境等特点,选择合理的施工洪水设计标准是确定导流建筑物规模的关键。初步研究认为,在施工洪水设计标准选择时,应处理好安全、经济和风险相互之间的关系,以达到三者有机的统一;在梯级开发河流上应实施从施工洪水控制到施工洪水管理的观念转移;高坝大库工程的初期、中期、后期三个时段的施工洪水设计标准应根据库容等指标逐步抬高。
The overall process of constructing a hydropower project is the sub-period of controlling and leading flood. In different periods of the construction, according to the characteristics of hydrology, project size and external environment, choice of the reasonable construction design flood standard is the key to determine the size of the diversion buildings. Preliminary studies suggest that the mutual relations of the security, economic and risk should be adjusted and made into organic unity during determination of design flood standards for construction, the concepts on the cascade exploitation of the river should be transferred from flood control to flood management, the design flood standards for construction at the initial, midle and later stages of high dam projects should be driven up gradually according to reservoir capacity.
