用相对值法研究公立医院的产出规模初探

Using Relative Value to Analyze the Output Scale of Public Hospital

运用相对值法测量了北京市15所公立医院住院服务的产出,分析了单位成本和服务规模的关系。研究建立了一个经验模型,估计出单位服务成本60%的变异可以通过产出规模的不同来解释。基于这样的事实,尝试建立一个不同于现行补偿政策的补偿模式。这个模型将帮助政府更加准确和理性地制定公立医院补贴政策。

Various inpatient service outputs of 15 public hospitals in Beijing were measured by their Relative Value Units （RVUs） .To investigate the relations among the unit cost, unit charge and service scale.An empirical model was specified which estimates that 60% of average inpatient service cost variation could be explanined by variation in output scale.Based on these facts, we made a subsidy model different from current subsidy policy in Beijing which would assist the government in deciding the subsidy amount to public hospitals more accurately and rationally.
