近十年我国图书馆立法研究述评

Review of China's Library Legislation in the Recent Decade

1995—2005年我国图书馆立法研究大致可划分为两个阶段。其涉及的内容主要包括6个方面:立法的必要性和可行性、立法的基本原则、图书馆法的调整对象、图书馆法的体系构成、立法应注意的问题、立法现状及加快立法进程的建议。其存在的主要不足是:对图书馆立法在认识上存在偏差;研究内容相对趋同,存在低水平重复问题。

Research work on China＇s library legislation from 1995 to 2005 can be generally divided into two stages. The major content includes six parts： The necessity and feasibility, the basic principle, the adjustable target, the systematic construction, the noticeable problems and even the current situation and suggestions on how to accelerate the legislation process. On the other hand, the major defects in the library legislation are that some cognitive errors in the legislation still exist, the research contents are relatively similar and there are some repetitive low qualities.
