国外保险反欺诈机构的实践及其启示

The Practice of International Institute Against Insurance Fraud and its Enlightenment

保险欺诈几乎是伴随着保险的产生而产生的,同保险一样,保险欺诈也具有悠久的历史。无论是保险业发达的国家还是保险业处于发展中的国家,保险欺诈现象的泛滥引起了各国保险业的普遍关注。各国纷纷采取各种有效的措施,防止和对付保险欺诈。从欧美各国的经验来看,成立全国范围内的反保险欺诈机构是有效地防范保险欺诈的途径之一。本文在分析这些机构成功运作经验的基础上,对我国反保险欺诈组织机构的设置提出了相应的建议,并给出了该机构可行性的具体化实施内容。

Insurance fraud has been developed with insurance. Its negative effects on the development of insurance has been caught the concern of the insurance industry in the world, whatever for developed or developing countries. Then many countries have taken many actions against insurance fraud effectively and efficiently. It is the best choice to set up formal institutions to implement the anti-fraud function of insurance, which has been proved successfully by the practices of European and American countries. Based on the analysis of such successful experiences, this article proposes how to establish institution against insurance fraud of China and how to operate this institution.
