Income Distribution in Line with Scientific Development

科学发展观的第一要义是发展,没有发展,也就谈不上科学发展,而发展的基础是财富创造。所以,适合科学发展的收入分配,首先必须有利于财富创造。人的素质和人力素质投资固然十分重要,但其创造财富、促进科学发展的作用最终必须表现在劳动贡献上,用收入分配激励劳动者在劳动中实现人尽其才,科学发展才能落到实处。经济的科学发展必须借助越来越多的新工具,所以收入分配还要有利于物尽其用。社会和谐是经济科学发展的必要条件,收入分配不能导致两极分化,而要促进人民的共同富裕。

Development is first and forest requirement for the concept of scientific development. Without development, scientific development is impossible. The foundation of development is to create wealth. Therefore, the income distribution catering to scientific development first of all shall be helpful for wealth creation. The laborers＂ qualities and the investment in laborers＂ qualities are important, but their role in creating wealth and promoting scientific development is ultimately reflected in labor contribution. The scientific development can not be fulfilled until the laborers are stimulated by corresponding income distribution to realize theh potentials. In addition, the scientific development of economy has to rely on more and more new tools and the income distribution shall facilitate the full use of wealth. Social harmony is the prerequisite of scientific development and income distribution shall help the public to realize common prosperit＇y instead of resulting in polarization.
