摘要
村民自治是我国农村基层直接民主的制度创新。上世纪80年代初,随着农村家庭联产承包责任制的推行和人民公社的解体,村民委员会作为村民自主管理、自我服务的社区组织逐渐建立起来。村民自治经过20多年的实践,大体经历三个发展阶段,取得了一定成效。
The villagers＂ autonomy is one of the innovations of direct democratic system in China＇ villages. In early 1980s, with the spreading of household contract responsibility system and the dissolution of people＇ communes, villagers＇committee has been gradually established as the self- governing and self- serving community organization. During the past two decades, the villagers＇autonomy has experienced three stages, with substantial achievements.
