摘要
岗位津贴制度的实施带来了高校教职工收入的实质性增加,更带来人事管理体制、思想的变革。本文在分析其成效的同时,更关注其实施过程中遭遇的问题,进而讨论了该制度实施的具体情境,提出通过政府、市场和高校三者的良性互动,为该制度的进一步完善创造条件。
The implementation of post allowance system in China＇s higher education institutions has raised the staffs income, and brought the deep change of personnel administration system. This paper analyses the effect, the problems and the context of the policy implementation, and suggests strengthening the interaction of government, market and higher education institutions, and pushes the policy forward by creating a good condition.
