我国高校筹资多元化的目标及其现状分析

Objectives & Reality of Fund-raising Multi-type for Chinese Colleges & Universities

在我国高等教育大众化的进程中,政府确立了高校筹资多元化目标,并从制度层面加以推动。但从高等教育总体经费以及三种不同类型的高校(教育部直属高校、地方高校、民办高校)筹资渠道的变化情况分析来看,我国绝大多数高校的筹资渠道实际是以政府财政拨款和学杂费为主的二元化格局,其他筹资渠道并未形成适宜的比例,高校筹资多元化目标尚未实现。同时,高校贷款与学费指数过高存在一定的隐忧。

In the process of popularization for Chinese higher education, the government sets the objectives for fund-raising multi-types, which are promoted by system construction. From the point of the total higher education funds as well as the fundraising channels changes for the three different types of colleges ＆ universities （colleges ＆ universities that are run by ministry of the central government, local governments or individuals）, the fund-raising channel for most of our colleges ＆ universities actually refers to a dual-type structure, i.e. financial allocations and tuition fees, and the other fund-raising channels don＇t form an appropriate proportion. In fact, the objectives of fund-raising multi-type are still not fulfilled and there exists the potential worries in the high loans for colleges ＆ universities and the high tuition fee proportion in the whole fund-raising structure.
