Achievement transformation and risk foundation in medical science and technology

从医学科技成果转化与专利化现状分析报告指出，当前医学科技成果转化薄弱关键在于政策滞后，机制不全，投入不足。从风险基金的属性与种类探讨引入风险基金促进医学科技成果转化的相关问题，从而提出科管部门应做好的六方面工作，充分利用风险基金来促进科技成果转化：①加强意识，建立知识产权全程性跟踪管理，打好成果转化的基础；②建立成果转化基金与激励政策，促进科技成果转化；③培训专职人员，建立专门中介机构，保障成果转化；④利用政府政策、资金与公共技术平台，扶持成果转化；⑤建立多种合作机制，寻求企业与风险基金投入，推进成果转化；⑥呼吁政府加速专门人才培养，继续出台相关政策，使科技成果转化可持续发展。

Based on the analysis of the status quo of the transformation and patentability of medical science and technology achievements, these authors pointed out that the causes of the weak of the transformation in medical science and technology achievements are the hysteresis of policy, the imperfection of system and the insufficiency of funds. Starting with the approach of the attribute and type of the risk foundation, authors explored relevant problems in respect of the enhancement effect of risk foundation on the achievement transformation. Furthermore, it was put forward that the management of science and technology should make the following respects so as to promote the achievement transformation in science and technology by suffi- ciently utilizing the risk foundation ： （ 1 ） enhancing awareness, establishing track management of intellectual properties and doing the groundwork for achievement transformation; （2） establishing risk foundation and encouragement policies; （3） training full-time members and establishing specific intermediary to ensure a- chievement transformation; （4） utilizing policies, founds and public technical platforms to support achievement transformation; （5） establishing various cooperation systems and seeking participation of enterprises and risk foundation, （6） petitioning the government to speed up cultivation of specific talented persons and to keep on pursuing relevant policies.
