摘要 群体性涉访事件是当前发生数量最多、影响最广的因信访问题引发的群体性事件,能否对事件进行妥善处置直接考验党的执政能力。只有正确理解事件处置工作机制的含义,深入认识党委、政府在事件处置中的主体作用,综合考虑社会重要因素对事件处置的影响,才能够建立完善的事件处置工作机制。处置工作机制应该在事件预防、处置准备、应急处置和处置善后等四个阶段发挥作用。它主要由组织体系和运行程序组成。组织体系包括事件处置的中枢指挥系统、现场应急处置系统和保障系统,运行程序则是指预防程序和处置程序。 Group comPlaint incidents are the most abundant and influential group incidents caused by the conflict problems from the people. Whether or not these incidents can be properly handled is one of the key elements to test the ruling ability of the Party. To correctly understand the real meaning of the handling the government and to comprehensively keep in mind the important social elements system, to well fulfill the function of are three fundamental components to build an improved handling system for group complaint incidents. The handling system should be made good use of in the following four stages: prevention, preparation, emergency handling and after- incident settlement. It should consist of two parts: the organizing systems and the proceeding programs. The organizing systems include the command system, the on - the - spot emergency handling system and the support system. The proceeding programs are composed by the prevention program and the handling program.
