浅谈石油企业统计发展趋势

PRELIMINARY DISCUSSION ON OIL ENTERPRISES STATISTICS DEVELOPMENT TREND

在对传统统计与现代统计的对比、分析后认为,作为石油企业重要管理手段的统计,在支持企业参与全球经济竞争中将会发生八大方面的变化,带来八大观念的转变:一是统计成为企业管理和支持决策的综合经济信息中心,应树立“大统计”观念;二是统计信息范围扩大,应树立“大信息”观念;三是统计非定期调查和统计抽样调查方法越来越重要,应树立“大调查”观念;四是统计网络发展越来越快,应具有“大网络”观念;五是统计事前监控和事中监控职能的发挥越来越受到重视,应具有“大监控”观念;六是统计基础工作向国际标准靠拢,应具有“大基础”观念;七是统计自我评价逐步完善,要接受“大评价”观念;八是统计需要复合型人才,应树立“大人才”观念.

Through comparison and analysis between traditional and modern way, this paper puts forward the statistics, as one of important means in big oil companies, should be regarded highly from 8 points of concepts' transition and changes in order to support oil companies to participate in global competition. These eight points of view are stated as follows: ① 'General Statistics' is to help build up a general economic information centre assisting the company's management and great policies; ②'All-around Information' is to enlarge the scope of statistics; ③ 'Extensive Investigation' is to adopt irregular check and spotcheck methods of statistics; ④ 'Big Network' is to develop its statistical network; ⑤ 'Throughout Control' is to exert thestrength of supervisory roles before- and after- statistics; ⑥ 'International Basic' is to have a working principle and standard according to the international standard; ⑦ 'Full-scale Appraise' is to complete its self appraisement;⑧'Versatile Stuff' is to have more employees with miscellaneous abilities.
