1977年出版的《权力与相互依赖》一书构成了新自由制度主义兴起的理论基石。该书所倡导的复合相互依赖模式被公认为最有解释力的理论之一。该书内容大致可分为两部分——理论论述和现实验证。在理论论述部分,作者着重论述了相互依赖的概念,复合相互依赖的理想模式,以及权力与相互依赖的关系等。而在现实验证部分,为了验证自己的主张,作者用大量笔墨分别从海洋领域、国际货币领域、美加关系、美澳关系方面来解释国际机制的变迁。可以说,该书的核心在于回答在相互依赖的世界上国际制度是如何运作的。

Power and Interdependence issued in 1977 is the cornerstone of new liberal-institutionalism. The mode of complex interdependence of the book is regarded as one of the most explanatory theory. The content of the book is divided into two parts which are theory and reality. In the first part, the author analyses the meaning of interdependence, the ideal mode of complex interdependence and the relationship between power and interdependence. In the second part, in order to verify his theory, the author expounds the evolution of international institution in many aspects such as the field of ocean, the field of international currency, the relationship between usa and Canada, the relationship between USA and Australia and so on. The vitals of the issue is to answer the question of which how to operate international institution in the interdependent world.
