The joining point of cultural permeation and market for the creation of Chinese animated cartoon can be found in the following ways: to strengthen the cultural permeation, emphasizing culture' s artistic tone; to stress the presentation of culture' s characteristic, bringing out the creative features of the cartoon; to mind culture's psychological difference, keeping its special charms; to give a special attention to the establishing of cultural brand, enhancing its local spirit; to get hold of the consuming cultural trend, promoting the prosperity and development of the market.
