Legal relationship between government and university,university governance and finance constitute the institutional basis of private institutions of higher education. The variety of institutional basis across countries reflects the history and social function of private universities in each country.This paper analyzed the characteristics of institutional basis of private universities in Japan.Furthermore,the possible change and development in the future was also discussed.
