摘要
介绍了“反规划”理论的概念、产生及生态学内涵,对防洪安全格局的建立进行了分析,阐述了城市防洪与土地利用和城市选址的关系,指出只有转变观念,探索新的防洪思路,用逆向思维来应对防洪形势,才能避免灾难的发生。
The article introduces the definition, generation and ecological connotation of ＂anti-planning＂ theory, analyzes the establishment of flood control security pattern, illustrates the relationships among urban flood control, land utilization and city sitting, and points out that only by changing concept, exploring new flood control method, and using reverse thinking to deal with flood control situation, can man prevent the occurrence of disaster.
